the initial I/O state when Spartan 2 is power up

When the Spartan 2 is powered up, the I/O state is low or high? I didn’t find any pin such as one on Spartan 3 to control the initial I/O state.

I want the initial I/O state of Spartan 2 to be all low when it is powered up, how I can do this?

Thank you for your any suggestions.
 

Hello,

You can use an external pulldown 4.7 kOhm resistor. your device packge pins should be "wide" enough so that you can connet a resistor to the ground plane.
