Suitable sensor for SMART METER

Im makning smart meter.Im going to check the rotating disk of the usual utility energy meter. To identify units i want to identify black region
of the disk.I suppose to set a sensor in front of the disk. My question is which sensor is suitable for this.

Is LDR suffient?

Please give some advice.
 

Hey it would be better if u use a Photo dioder in place of this LDR.
