In past I work in Brazilian company, which develop and modificate some circuit for power line communication. In case, the system are responsable for read the eletrict power meter in house and send the data trought the central via main net (127Vca). The circuit operated in half duplex mode and the typical data rate are 120bps or less. In each power transformer are used one circuit called repeater for amplified the communication signal and enable the transmission for the other site of the power circuit.
You should also check for PLM-24 which is a low cost and easy to build Power Line Modem capable to send and receive serial data over the power lines (mains) at speed up to 2400 bps.
