{solved} which resistor should i use?

ok guys need little bit more help, i am trying to drive 2 fan from a scart output in a satellite box,

problem 1: i know the pin 8 should read max 12v, but i am reading constant 15.99v(should be 0v when the box stendby)

problem 2: i have 2 fan(12v 0.13 amp) which i want to drive from pin 8, from my understand i need, based on 16v 4/(130+130)=.015 kohm=15 ohm resistor, is it right? or do i need any resistor at all?

problem 3: same power source 1 dual fan(5v 150 ma) 11/150=73 ohm, right?
 

which resistor should i use?

Problem 1 : you have to identify yourself what is going wrong.

Problem 2 : Use a regulator,most preferably LM7812 to get 12V for the fans

Problem 3 ; Use a regulator,most preferably LM7805 to get the 5V for the fans,

instead of resistor and such methods.
