software storage for microblaze

If i'm running a embedded processor in a FPGA chip such as a microblaze in a xilinx chip, if I have enough BRAM to store the software in RAM, does that become a ROM and then become part of the .bit file (output of synthesis/PAR in ISE). Does this imply that every time you make a software change, you have to re-run synthesis/PAR for a new bit file?
