SOC Encounter: Failed to place a cell at (x, y) for followpin creation

sroute writes to the log many lines of the following, and then it fails to connect the power pads in the pad ring to the core...

Failed to place a cell at (2847.200 2651.600) for followpin creation
Failed to place a cell at (152.480 2653.280) for followpin creation
Failed to place a cell at (2847.200 2653.280) for followpin creation
Failed to place a cell at (152.480 2654.960) for followpin creation

The chip is 3000x3000, so all those coordinates are near the pads. What does "followpin" mean? What additional option do I need to get
"setSpecialRouteOption -orthogonal_connection_only 1 -drc_on 1
sroute -nets {VDD VSS AVDD AVSS CVDD CVSS HVDD HVSS} -allowJogging 0 -allowLayerChange 0"

to run correctly?
