simulating a circulator in Zeland's ie3D software

Is there a way to simulate a circulator in Zeland's ie3D software? If so, how would go about doing such an awesome thing?

Is it likely circular-monopole?

Ansoft/HFSS has a circulator simulation example. You might ask them for a copy. I found an old copy that may be of some use to you. (I know your question was about IE3D.)
