simulate valve?

Dear all,
i am trying to simulate valve for reactor but i need your help please,

This is the valve that i am trying to simulate, Tjin i have to get it from simulink?
C(t) is the valve position.

Kp(c)= 0.8*30^c/50 *(Tinlet-Tj) for c<50%.
kp(c)=0 for c=50%.
kp(c)=0.15*30^(-c/50-2) *(Tsteam-Tj) for c>50%.

For c < 50%, ice water with inlet temperature Tinlet is inserted in the cooling jacket, whereas a valve position c > 50% leads to a heating of the coolant by injecting steam with temperature Tsteam into the recirculating water stream.

Tinlet=294,26
T steam=449.82
Tj= unknown i have to generate it from simulink
