sim800 voice call problem

hi
im using sim800a and 43211 (ir-mci) operator!
im send sms and receive sms and receive call but not create outgoing call!!
this problem just in 099 code in my operator but any code not problem!!
what is problem?

no error when dialing and i hear noise in my speaker but not show incoming call in my phone!
it is intresting that no problem whith send and receive sms and incoming call!
in adition sim800 no problem with other sim code!!!
