i need an IC when the power goes off , it saves time.
and when the power goes on ,it makes the internal battery of IC charged.

you can use an RTC IC ( can find in net for datasheet ) and a rechargabale battery , i haven't seen an IC including on-chip battery and charger circuit ,( you should design it yourself .)
