Receive mobile phone signalling information via usb

Is there a way to get signaling information like rsrp and rsrq etc from a mobile phone that is connected to a laptop via usb?
 

Would take an app on the phone to hand off the signal strength parameters.

Hook it up, open the USB port in a terminal program and type 'AT', if it returns 'OK' you should be able to so it with the appropriate AT command. The command varies from device to device but it should be there somewhere.

Can this information be obtained through the processor's diag port?
 

I'm not sure what you mean by "processors diag port". Most phones with a USB port will respond as a UART (a serial port) when connected to a computer.

You have not told us what OS your laptop uses but I'm sure it has a serial terminal program as an application you can run. Plug the phone in with a USB cable, making sure it has data wires inside it and not just power wires, then run the program. It should see a serial port (or a comms port if you use Windows) and if you send commands to it you should see a response.
