Quectel M95 breakout PCB design

Hello,

I have 4pcs of Quectel M95 GSM/GPRS, I had made a package for M95 module at EAGLE and tried many times to do my custom board, but the problem was in the Footprint for the M95 Module there is a tolerance with the dimensions of the module and also in the pins !!! , However I've followed the dimensions in the M95_HD_V1.2.pdf

I hope anyone help me in that problem, I just want to make an Adapter (take M95's pins to a Male pin headers)
