Problem with ISP 1561 USB host controller chip

Please help me for the problem mentioned here.

We have designed a board with MPC8540 which has ISP 1561 USB Host controller chip interfaced to PCI bus of MPC8540. We are able to access the configuration header of ISP1561 and initialized the BAR0 of the ISP1561. when the registers that are offset with BAR0 is accessed in memory mapped, ISP 1561 is not responding. we have set the Bus mater bit and Memory access bit in configuration command register, but the problem is still existing. Pls help us
