My encoder shows 0.25v difference between on and off the switch at d0. that's in off position the output is 2.9 and in switching the d0 the output is 3.15.
what to do ? is it right or wrong ?

and also what's the purpose of a0, a1, ......a7 in the encoder ?

How are you measuring the voltage? Unless you are manually clocking the device, the output should be at relatively high frequency so if you are using a voltmeter you will see the wrong results.

The data sheet explains what the address pins are for. Basically their logic states are sent along with that from the data pins as a way of identifying the device to the decoder.
