Problem with charging output dropping down in PCStar 650va

hey..
i have this PCStar 650va, When i try to measure its charging output it drops down to 9.8 to where its charging output must be or at least 13.51 and up for the 12v battery to charge..i can't figure out what particular component was causing this event.

pls,help..your immediate response will be very well appreciated..
