please help me with the PA circuit

I'm going to design a PA circuit, the transistor has been fixed, it is D2294UK, fabricated by semelab. the datasheet only gives the circuit of 500MHz, but i will design it in 200MHz.I only have the S parament, neither ADS kit nor AWR model. What should i do?

S-parameters are for small signal not power, but they can be used for linear PA's working in Class A.
You can start simulate the PA and design the layout using the S-parameters for lower frequencies, and when the circuit is build, tune it for output power, gain, linearity, etc.
