parralel structure implementation in C

Hi,
I want to implement a function transforming the Direct form II to parralel structure(calculating the poles and the resiudes).For each stage of the parralel structure the function should tell weather the stage is stable or not.
writing this function in Matlab seems easy.
But I dont know how to implement it in C.
Thanks if you give me a clue.
Generally is there a good source for implementing DSP issues in C?
