Pads 12, 2.11 drafting tool doesnt have copper pour

My drafting tool doesnt have copper pour.

It should be inbetween copper cut out and board outline and cut out but it is not

3. How are you trying to define a copper pour? Which net shall it be connected to?

It should be automatically here, no? Atleast every guide says that "copper pour" option should be in drafting toolbar but it isn't for me.

What do you mean PCB tool? I use PADS how do i check that
