one clarification need in Alamouti Scheme

In the ieee paper "A Simple Transmit Diversity Technique
for Wireless Communications" there is a plot for Alamouti Scheme with 2Tx-2Rx, and 2Tx-1Rx.
The plot shows that 2Tx-1Rx has more efficient than 2Tx-2Rx. How come it is possible?

in my project, i also simulator alamouti sheme

the result is system 2x2 is better than 2x1

I think the plot given in that paper is wrong.
