non IP based Next Generation Network (NGN)?

Is there any concept for non IP based Next Generation Network (NGN)?

NGN

NGN can combine IP and non-IP based networks, for example Fixed Mobile Convergence concept that combines wireless and fixed network. And wireless can be introduced not only 3G network, but also 2G switching GSM.

Alexander, ITU defines NGN as all packet network......????

What u say is NGN combines.... But can NGN itself be non IP based
