Need help to solve error message - failed to creat handle

hello

I would like to test the project "Image Processor with Edge Detection" in this link : http://www.digilentinc.com/Resources/DesignContest.cfm

and I have some difficulty to execute it,
in the software party, it make this error msg : "failed to creat handle"

can you help me please ?

the error present in the VS2008 project; In the ImageUp application when I select Processing‐>Image Upload;
in first time it makes a notifiction : Data transfert started,
after that it makes error failed to creat handle
then error to send data. errorcode: 3311
then it makes error to close connection. errorcode:3311.

it can't read the image, what is your opinion about this error?
