NCX tool indices file issue

Hello!

I am running NCX tool making 0.18um 5V digital standard cells .lib file.

When I writing the .indices file that needed when running the tool. Some index values must be setup before running:
ncx_input_net_transition_index : 0.03, 0.1, 0.4, 0.9, 1.5, 2.2, 3 ;
ncx_input_transition_time_index : 0.03, 0.1, 0.4, 0.9, 1.5, 2.2, 3 ;
ncx_total_output_net_capacitance_index : 0.00035, 0.0035, 0.021, 0.0385, 0.084, 0.147, 0.231 ;
ncx_constrained_pin_transition_index : 0.03, 2.2, 3 ;
ncx_related_pin_transition_index : 0.03, 1.5, 2.2 ;

I use the index values I get from 0.18um 1.8V .lib file first, but get many negative values in the generated .lib file.

So I want ask how to setup these index values based on the 5V process?

The indexes are the values for input slew to calculate or characterize the delay timing of the cells.
