Metamaterial retrieval method using JA Kong methof

I have been through the paper by KA kong, on robust method to retrive the constitutive effective parameters of metamaterials, on physical review E70, 016608 (2004).

In the paper, all retrieval parameter at the resonance band is unshown, due to the breakdown of the condition to have imaginary part of both permeability and permittivity greater than zero.

My question is. Since the resonance band material parameter is uanble to be predicted in this paper, but why many athors still refer this paper as their retrieval approach ? Which aspect of the retrival approach in the paper actually is used as commonly known JA kong method ? :cry:
