Meaning of strobe signal during scan chain

Hi everyone,
I just wanted to ask about something that is not very clear to me.
I think I have understood the basics of the scan chain but I have came up with some simulations of a scan shift cycle, parallel measure cycle and parallel capture cycle: in the first two cases, a strobe signal is present, in the first case it's called "SO Port Strobed", in the second case "Parallel Output Strobed".
In the third case (capture cycle) there's no strobe.
Does it have to do with settling time requirements? Or is it something else?
