max operating frequency for 0.18u

hi i want to design a std cell library at 0.18u technology. but i m not able decide the frequency at which i should design. i have to decide it myself.
how to decide the frequency?
does it depend upon the load?
at this technology what is max operating frequency?

I also tried to find out but invain. If you share some important parameters and results here, I may try to find it out.

Whats the delay taken by the mosfets (individually p and n devices) of width unity(1 micron) under the worst conditions?
