encoder principle

You see linear magnetic encoder. This device may measure one micrometer.

What is the working principle of this device?

Thanks but not same device. Different principles.

Does it use mechanical moving part ?

Magnetic strip hasn't any electrical part and you can stick to the any surface.

Big part has an electronic circuits and sensor.

The first thing kum to mind is that - bits are recorded magnetically on strip (as old audio tapes or hard disks) and sensor itself is sensitive to changes in magnetic fields (apriori recorded to the strip).
