<magma talus> how to allocate each routing layer cost?

Hi Guys, anyone who know how to allocate routing layer cost in Talus? I mean, I found lower layers like Metal1, Metal2 has heavy cost (probably timing concern by inter-connect thru lower layer) while higher layer has an even low utilization. It causes lower layer congestion and quite more DRC violations. I intended to push routing towards higher layer, but I do know how to do? Who can help?
 

You could allocate layer costs if you were in Magma R&D :) I don't see it controllable from user side.
 

You may want to see what two layers are specified as your clock preferred layers (M3/M4 or M4/M5 or M5/M6), higher is better, that can help to some extent.

You can set your lower and top level metals to be used for your routing. You can use "force model routing layer" to specify the same.
