Does anyone know of any DOS software for programing

Check www.jtag.tk. They have full C sources for Virtex/Spartan2 loader. Probably, you can modify it to support CPLD as well.

Maybe you could look into (google) a JAM/Stapl "player" , think @ltera has made the specs

I seem to remember they come with source , and there might be some usefull code you can compile.
