can anyone help/suggest me what i can go for?...

i already finished M.Tech in communication systems from NIT-Trichy, india... now i am working in a govt R&D labs.. my interest is to pursue a degree in microelectronics from Germany or USA... is it possible to get without GRE?.. as i am having hands on 2yrs experience... if possible how i can go?..
