i want to make a smps power supply with 12 volts and 0.5 amperes and also with low cost components. please provide me a simple low cost smps power supply daigram

A very common circuit is the LM3524, SG3524, 3524 and is manufactured from several factorys, oneof them is national semiconductors

I am assuming that it is a line-powered SMPS.
For this power level you can use a chip from Power Integrations, say a TOPSwitch, or even aTinySwitch. Just see their selection guide. They also have design software. www.powerint.com/selectorguide.htm

What is the Input voltage that have to be converted to 12V ?
There are many cheap and ready made SMPS adapters , did you searched for them ?
IF you just need a regulator i.e. to regulate 14V to 12V you can use National's LM2567 whose efficieny would go up to 96% .
