Can i use Altera Blaster (USB) for connecting to Analog Devices Blackfin Chipsets?

Can't. There is special jtag for blackfin.

Yes.
You can go to:
blackfin.uclinux.org
There is a usb jitag. But of course, it is less convenient and slower than the offical jtag.
