Is shift register is sequential or combination?

I have a confusion, is shift register is sequential or combination.....

There are also combinational shifters like barrel shifters.
The question of sequential or combinational depend on the type of the hardware elements u are using. If you use any memory elements like FLIPFLOPS or latches then that is sequential.

If shift operation is performed based on input clock then it is sequantial, else combinational. The barrel shifter is an example of combinational.
