Hi,
We need an simple IN AMP for the simple rough application as given in the schem. Its just to provide a highly attenuated , bipolar sine from the mains....no particular accuracy etc...just simple.
Can you think of any part numbers?....we dont need one with hundreds of compensation pins around it, etc
It needs to have a -5v to +5V supply.

(its the amp at the LHS, shown as a LT1006, but we want to make it an IN AMP)

Or would we be ok using a TL032 opamp anyway..

TL032

I'd ask the same question. Also why are you considering a particularly slow device like TL031, why not well suited general purpose TL071? Or a modern rail-to-rail OP if you want to optimize voltage swing.

In general use a InAmp that is laser trimmed from factory, for the following reasons -
