Image Processing Doubt

Hai friends,
I have one doubt in Image downsampling. If we want to downsample an image by a factor 2, the alternative rows and columns will be taken. But if we want to downsample the image by a matrix(for example 2 cross 2 matrix), what should we do? Is similar to that of convolution? Plz clarify my doubt. Thanx in advance.

I think both down sampling by taking alternate rows and colums is same as that of down sampling using matrix.
 

That is not my doubt. If we want to downsample an image by means of one matrix means, what should we do? Anything like matrix multiplication or convolution? Thank u for ur response and please try to solve my doubt.
