ICD2 stepping problems

When I try to step in the debugger I get
ICD0137 invalid address (MT=01)(address=0xFFFFFFFF)
and the debugger says that the program is stepped, but nothing
happends with the arrow in the code?
Can anyone help?
 

Check the program memory, and the ICD2 cable
