What is the advantage of IC6.1.3.999 over IC6.1.3.510?
Up to which TSMC libraries(nm) IC6.1.3.999 can
support??
 

that depends on the process node you are talking about; in general stick with the recommended version of Cadence initially to avoid surprises and to get to know the PDK, afterwards you can try and update to fix Cadence-side issues and find if anything breaks down. In general you can assume no one knows the answer to your question because nobody performs those kinds of tests systematically, the foundry won't bother to keep up to date with every release of Cadence they will chose a stable version and sign-off their kit release with it
