I have a queastion about cavity filter power capability

I have finished a Cavity filter ,Bandpass:869-894

and 896-2G>20dB.

When I test power capability ,

The PEP power =55dBm is ok

The AVG power=51dBM have some problems

when i tested at 894MHZ I found the POWER METER showed the VSWR is being larger and the passing power being smaller.

If i test 869MHZ or 893Mhz I have not found that's phenomenon.

any body can help me?
