How to transfer the codes from the TV to my new IR remote?

I've a broken IR remote control for a TV, and I want to build another one using microcontrollers(PIC or AVR).
I have a question about how to transfer the codes from the TV to my new remote.???

Note: I want to build a universal remote. i.e: I can delete the code of one TV and place the code of another one.
