How to set Biasing for PA amplifier using Cree Transistor?

I wanted to set Vds = 28 V and IDQ = 250 mA to Power Amplifier. I tried to set it. I am facing problems. Guide me how to set Biasing Vds = 28 V and IDQ = 250 mA. I have attached screen shot of schematic and Cree Transistor data sheet.

Even a cursory datasheet reading reveals that the transistor requires negative gate bias. Typically -2V gives Id of 250 mA.
