How can i calculate metal to ground capacitance using CPERSQDIST defined in LEF file? Suppse CPERSQDIST=1e-5, L=100um, W=0.2um

yes, maybe the length should be replaced by perimeter. area*CPERSQDIST+perimeter*EDGECAP .

So, what's the formula for the calculation of the wire capacitance?

As far as I know, the capacitance might be calculated between two plates or between two wires... So, what is a "wire capacitance"? Is this a capacitance between the conducting wire and ground? If this is the case then how should the "wire capacitance" be calculated? What's the formula?
