How to calculate the RF voltage or current ?

RF voltages/ currents

How does one calculate the RF voltage or current going through say a coaxial cable, is it by the impedance of the cable and the amount of power?

Actually it is.
I = √(P/Z)
U = √(P•Z)
Applicable for matched load (VWSR ≈ 1, respectively Z ≈ RL)

you can use RF library of Hspice software or useing manually with s parameters
