Do you know all the variables of noise bandwidth, noise spectral density, Signal, bandwidth & spectral shape and time interval of measurement?
BER is a probability function of average SNR. Why do you want the other?
Window Margin is a time domain function of SNR with data+clock recovery jitter.
Both use average noise. YOu can consider instantaneous signal and consider Noise level flat.
I have one more point to share here is average may be come with both positive and negative values .....so average values can only help to find out the range and thresholds ....I think it will not be possible to obtain the instantaneous values with only information of average values......
