How "rate control" works in UMTS and HSDPA?

How "rate control" works in umts and specially HSDPA.

the rate control in HSDPA works in a similar way as EV-DO system. For the latter, Tse and Viswanath have an excellent descriptions pp. 209-213 of

In short,

1- each user(mobile) calculates SIR(signal interference ratio ) from each base and then select the Then, it selects the base with the highest pilot strength as the serving base.
2- The mobile notifies the selected site (base) to the access network, with the received SIR of the pilot channel measured from the selected base

3- The selected base determines the MCS level for the corresponding mobile, using the received pilot SIR notified from the mobile.

a) The base estimates the received SIR of a channel using the pilot SIR reported from a mobile depend on power allocation of HSDPA and code allocation (number of codes using in HSDPA).

b) then go to link level simulation graph (FER value as a function of the received SIR of a channel and the MCS level)
c) depend on SIR graph,each user get MCS (modulation and coding scheme)
for example
- coding rate (1/2 turbo code) and QPSK results data rate 480 bits/frame for one code.
- coding rate (1/2 turbo code) and 16QAM results data rate 960 bits/frame for one code ( if using 10 code then data rate 9600 bits/frame).

some IEEE papers explain HSDPA in details.
