A mosfet is voltage controlled. A simple led dimmer can be made by hooking up a potentiometer to the gate terminal, and applying different volt levels to it.

To create an On/Off ratio, you must find out what gate voltage produces your desired levels of current flow through the mosfet.
Depending on where you sit in the geometry-space,
more L may improve on/off ratio by driving leakage
down faster than IDsat. At least, in the areas about
minimum technology L; this will run out of returns at
some point.
Beyond this you're talking about processing, for the
minimum-Ioff, maximum-Ion "box"; within the box
your other degree of freedom is the high and low gate
drive levels.
