Help me with some issues about NPN output in this difference amplifier

Two questions for this circuit:
1. Why the switching NPN output is 2.7V instead 4V.
2. How to couple the NPN output DC voltage to IN-.
I want to make the output of op amp is 0V instead 5V when the input from VG1 is low.
