In many microprocessor systems, it is preferable to use frequency to make measurement instead of the digital output of an ADC.
Why the frequency measurement is employed??? any examples??

Thanks...

I don't think it is a good idea to inroduce a voltage-to-frequency converter, and then to measure frequency to measure a voltage..
ADC converters deliver any required accuracy you need and I don't think you need additional two-stage coversion to acheive worse results.
The only adventage would be that you use only one pin to input a "frequency" to microcontroller in oppose of having at least 2 (I2C), 3 (some serial A/D converters) or 8+++ (in case of parallel..y interfaced A/D converters).

prefer = cheap...

many microcontroller have autonom capture register inside
and easy to measure time on high and low time of pulse train
or count pulses every timeslot without so much CPU-power.

but this methode give not so high resolution or fast measure.

low prices is most importent factor in high volyme product
and many designers pressured to make sheapest possible
soloution and not best or elegance soloution.

[cynical on]

design for high volyme cruch very many design dreams,
an leave only space for high optimize, hard and boring work
and need using filthy, hairy unpleasant soloution for save one
cent more... and success only if you save maximal possible
money to competition on another designers and without incrase support
load, but if you save 1 cent for much and support be overhauled,
you been fired...

Even if design is economic success, you not sense proud and shame
over this work and used soloutions...

[cynical off]

So, cheap is the reason of using freq measurement lo???
then how about ADC>??? is the ADC is much more expensive??
