The term "reference device" is not an usual terminology on this CAD. The above set seems like a graphical report of the terminal strip ( available as a form file having the .F13 extension ) added with Manual Placement, not as Page placement. Not all EPLAN versions can handle this feature, at least not the Kompact I worked with.
