I want to design this using verilog. But I have no idea where to start.
Any advice?

do you know verilog? do you know how to build FSMs? do you know how to encode the problem as a 'digital problem'? that's how you start.

You start by fully understanding how the list decoder works. Do you know how it works? Thereafter, you decide what architecture you want to use and identify the functional units required to implement this.
