Guidance for PhD Studies in EE

Hi,

I would like some guidance and information regarding my studies. I have a background of bs in computer science (including electronics and dsp) and Msc in wireless communication.

I want to get admission in EE but the institute till now I have applied doesnt allow me to get admission in EE. How may can I get phd admission in EE? Any guidance will be welcomed.
