Formality pwrBB unmatched points

I'm seeing unmatched compare points failing due to a tech cell that has pg pins. There seems to be an extra level of hierarchy (pwrBB) for the tech cell pins within the formality reference design(RTL). However this extra level of hierarchy is not in the formality implementation design (netlist). I believe pwrBB is being inferred by formality but not sure why it's not being done for both reference and implementation seeing that both designs use the tech cell.

i:/WORK_IMPL/TOP/tech_cell/tech_cell_pin

Any info on this would be appreciated.
